Position Overview

The Abraham Lincoln Presidential Library and Museum (ALPLM) is seeking a dynamic and dedicated HR Specialist to join our team! Under direct supervision of the Human Resources Director, this role manages all aspects of the staffing and hiring process for the Abraham Lincoln Presidential Library and Museum (ALPLM).  The ideal candidate will possess great interpersonal and communication skills, a strong ability to manage multiple priorities and a proven track record of effectively supporting HR functions such as recruiting, onboarding, timekeeping, and employee relations. This role works closely with leadership to resolve HR issues, streamline processes and maintain compliance while fostering a productive workplace.

Essential Functions

  • Under the general direction of the Director of Human Resources serves as the HR professional performing all aspects of the staffing and hiring process for the Abraham Lincoln Presidential Library and Museum (ALPLM)
  • Under general direction from the Director of Human Resources, performs highly complex and specialized duties relating to agency payroll and timekeeping functions for the ALPLM
  • Prepares, maintains, and stores a variety of HR records and files
  • Prepares confidential reports, correspondence, memorandums, charts, graphs, etc. for management approval to address management and/or other requests
  • Supports agency onboarding and offboarding
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college and two (2) years of professional human resources experience.

Specialized Skills

  • Requires two (2) or more years of experience with State hiring processes.
  • Requires two (2) or more years of experience with State timekeeping and payroll processes.
  • Requires two (2) or more years of previous work experience with State of Illinois Personnel Code, Personnel Rules, Pay Plan, Collective Bargaining Contracts, Position Classification Plan, and guidelines derived therefrom.
  • Requires two (2) or more years of experience articulating personnel information in descriptive terms to others not well-versed in the topic.
  • Requires two (2) years of professional experience drafting correspondence and reports with grammatical correctness.
  • Requires two (2) or more years of demonstrated ability to establish and maintain positive, effective, and professional working relationships.
  • Requires three (3) or more years of professional experience in the use of and demonstrated proficiency in Microsoft Word, Outlook, and Excel.

Preferred Qualifications

  • Prefers two (2) or more years of experience with State hiring processes.
  • Prefers two (2) or more years of experience with State timekeeping and payroll processes.
  • Prefers two (2) or more years of previous work experience with State of Illinois Personnel Code, Personnel Rules, Pay Plan, Collective Bargaining Contracts, Position Classification Plan, and guidelines derived therefrom.

  • Prefers three (3) or more years of professional experience in the use of and demonstrated proficiency in Microsoft Word, Outlook, and Excel.
  • Prefers two (2) or more years of experience exercising discretion when handling sensitive and confidential information and maintaining a high ethical standard.
  • Prefers two (2) years or more of demonstrated ability to work independently and be self-motivated to complete and maintain analytical and detailed reports.

Conditions of Employment

  • Requires ability to pass a criminal background and work history check.
  • Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled and or last-minute overtime.
  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate.
